Project 4: Dlabs, SafeHub Facility and Call Centre (Old Hospital / Clinic)
The Thembalethu suburb of George, South Africa, is on the cusp of a major transformation with the inception of an ambitious development project, the Ilisolethu Precinct, designed to enhance the socio-economic landscape of the community. The project, christened "Ilisolethu", the Xhosa word for "Our Eye", is more than a revamp — it's a future-forward undertaking that promises to incubate a vibrant and sustainable hub in one of George's most densely populated suburbs.
The initiative is part of the broader Thembalethu Node Development Project underpinned by the George Municipality's 2023 Municipal Spatial Development Framework (MSDF) which identifies Thembalethu, among other areas, as a priority for investment. With the Nelson Mandela Boulevard corridor at its heart, the plan encapsulates the central business districts (CBD) and multiple zones characterized as mixed-use nodes, offering services and opportunities for the community's residents.
This comprehensive plan is underwritten by the collaborative efforts of the George Municipality and the National Treasury, alongside service provider Cadre Connect. The blueprint, embracing an Investment Strategy and Area Management Strategy, has channeled efforts towards establishing 11 bespoke Investment Project Packages. To shape this vision, inputs have been fostered through workshops including local councillors, ward committees, municipal departments, and stakeholders.
The George Municipal Council and National Treasury's Neighbourhood Development Partnership Programme team sanctioned the strategies and secured the starting capital for phased project rollout. The ambition is to transform this communal space into an inclusive economic haven while entrusting project funding to a combination of government tiers and private sector participation.
To mark the commencement of these ambitious plans, the Thembalethu Stadium has been flagged for an upcoming project. As a tangible first step, the stadium is already seeing improvement through the construction of a new, visually permeable fence. This R2.1-million investment mitigates security concerns and lays the groundwork for a suite of forthcoming enhancements, including the development of a recreational route and a state-of-the-art artificial soccer field.
The Ilisolethu Precinct is also set to introduce several other ventures such as the Multi-Purpose Identity Route along the Mandela Boulevard, a Business Process Outsourcing Village, and a gateway development that aligns residential and economic prospects. Also in the lineup are enrichment centers, SMME and recycling hubs, and public open spaces, all dovetailing the overarching vision of creating a live-work-play ecosystem.
Consequential to this undertaking is the pledge to work with residents and stakeholders to create a community asset that not only revitalizes the physical space but also effectively mobilizes the human potential of Thembalethu over the course of its projected five-year timeline.
