Nthabeleng Raisa-Mlandu Appointed as the New Executive Manager for Community Services at Garden Route District Municipality

The Garden Route District Municipality (GRDM) welcomed a pivotal new member to its leadership team, as Nthabeleng Raisa-Mlandu assumed the role of Executive Manager for Community Services on November 4, 2024. Executive Mayor Andrew Stroebel and Mayoral Committee Chairperson for Community Services, Cllr Jobieth Hoogbaard, along with Municipal Manager Monde Stratu, introduced her in a warm reception held at the Mayor’s office.





Originating from the Eastern Cape, Raisa-Mlandu's path has been marked by educational and professional excellence—an embodiment of dedication and progress. Showcasing her commitment to lifelong learning, she has acquired a robust academic portfolio that encompasses a National Diploma and BTech in Environmental Health, BTech in Project Management, and a completion of the Municipal Finance Management Program. Her determination to expand her expertise further is evident in her current pursuit of a Master’s in Environmental Studies and a Postgraduate Diploma in Public Management.


Raisa-Mlandu's odyssey in public service began in 2008 as an Environmental Health Practitioner. Her trajectory took her to various roles across South Africa, culminating in her last position prior to the GRDM as Director of Community Services at Govan Mbeki Municipality in Secunda, Mpumalanga. This wealth of experience equips her with an intricate understanding of environmental health, waste management, and community services, which are all integral components of her new role.


Raisa-Mlandu is now at the helm of a diverse department at GRDM that is responsible for pivotal community functions, from Disaster Management to Fire & Rescue Services and Municipal Health, which includes sub-sections like Environmental Health, Waste Management, and Air Quality. Her management ethos is to lead by example, guiding a team of over a hundred professionals with a dynamic and result-driven approach that she has fine-tuned over her career.


The leadership of GRDM is assured that her appointment will significantly contribute to the improvement of service quality to Garden Route district residents, signaling a step forward in community services and engagement. Raisa-Mlandu is not just a leader in her professional life; she is also a family-first figure, as a wife, mother of three, and the supportive pillar for her eldest daughter soon to complete her law degree.


On joining the GRDM team, she expressed a keen desire to initiate a positive trajectory for the community, underpinned by her result-oriented mindset and her intention to foster positive change through service provision. GRDM anticipates that with Raisa-Mlandu's addition to their ranks, the district's service landscape will only ascend to greater heights of excellence and efficiency.
