In a concerted effort to fortify its disaster management capabilities, the Garden Route District Municipality (GRDM) is leading several critical initiatives aimed at enhancing the region's resilience to both natural and human-made disasters. This comes in response to handling approximately 25,000 emergency calls per month through its Emergency Call Centre.\n\nThe GRDM Disaster Management Centre (DMC) focuses on four strategic pillars: mitigation, preparedness, response, and recovery. These stages form the backbone of the DMC's robust approach to disaster management, encompassing a wide spectrum of activities from planning and development to active disaster response and post-event recovery.\n\nA significant part of GRDM's resilience strategy involves securing disaster rehabilitation funding. Recently, substantial grants were allocated for various disaster-stricken localities, including R237.5 million for George after the 2021/22 floods and R2.6 million for Knysna following the 2023 storm surge. Furthermore, a proposal for an additional R115 million is pending approval for the June 2024 floods, reflecting the ongoing efforts to manage and mitigate disaster impacts effectively.\n\nIn times of crisis, the DMC has shown remarkable agility, such as when residents of Gamka West endured a water supply cut. In response to the hardship faced by these communities, the GRDM DMC quickly dispatched water tankers to alleviate their plight, demonstrating the department's responsiveness to emergency situations.\n\nThe GRDM is also preemptively addressing future risks through comprehensive planning measures. The development of the District Water and Sanitation Master Plan, in collaboration with the Western Cape Economic Development Partnership (WCEDP) and consulting firm Partners in Performance, is a proactive step towards ensuring long-term water security across the district. This plan aims to enhance infrastructure and manage resources more efficiently to prevent future water crises.\n\nIn addition to infrastructure-focused initiatives, GRDM DMC actively works on Disaster Risk Reduction (DRR) strategies. These include creating flood hazard maps, managing estuaries, and the proactive management of flood-prone areas, which are integrated with Local Municipalities' Spatial Development Frameworks to ensure comprehensive urban planning that includes resilience building against potential disasters.\n\nMoreover, public awareness campaigns and the development of Local Safety Forums signify GRDM's commitment to a community-centric approach in disaster risk management, underscoring the importance of involving every sector of society in these crucial discussions.\n\nNow more than ever, it is evident that disaster management in the Garden Route involves far more than mere incident response—it is about building a safe, prepared, and resilient community capable of withstanding and recovering from adverse events.
