Ex-Policewoman and Accomplice Receive Heavy Sentences for Abuse of Power in Bloemfontein

The integrity of law enforcement came under severe scrutiny when Bontle Mpolokeng Monnenyane, a 41-year-old former police constable, and her civilian accomplice, Refilwe Tumelo Koetle, 33, faced justice in a recent court verdict that underscores the relentless fight against corruption within the police force. On Tuesday, 03 December 2024, the Bloemfontein Magistrates’ Court delivered a long-awaited verdict to close a dark chapter marred by criminal activities disguised under the veil of law enforcement.





The case unfolded when the Hawks' Serious Corruption Investigation in Bloemfontein received distressing allegations involving Monnenyane and Koetle in December 2017. The duo exploited Monnenyane's police ties and Koetle's personal relationship with the victim to orchestrate their plan. Masquerading under the guise of legal authority, they falsely detained a man, alleging his involvement with a stolen vehicle. In a distressing twist, they then approached the victim’s mother, deceitfully alleging that bail was posted by Koetle's father, demanding reimbursement of R10,000.


Acting swiftly on the complaint, the Hawks organized an undercover operation. Their investigation revealed Monnenyane and Koetle’s attempt to extract funds directly from the victim's bank account, culminating in their arrest when the deceit and their demands became evident.


Throughout the protracted judicial proceedings, which saw multiple postponements, the narrative of abuse of power persistently overshadowed the defense. Finally, on 11 November 2024, the duo was convicted of corruption, extortion, kidnapping, and assault. Sentencing was stipulated shortly after, reflecting the severity of their misdeeds. Monnenyane received a cumulative sentence where the most severe punishment, a 12-year term for corruption, is to be served concurrently with shorter sentences for the remaining charges. Koetle’s involvement yielded her an 8-year sentence for corruption and additional time for extortion.


Significantly, both individuals were also declared unfit to possess firearms, marking a crucial step in ensuring such abuses are curtailed.


The sentence was welcomed by Brigadier Sophie Hange, Acting Free State Provincial Head of the Hawks, who emphasized that no law enforcement official is above the law and highlighted the commitment to purging corruption from the system. The case not only underscores the vital role of integrity within police forces but also showcases the relentless efforts of the Hawks in upholding justice and public trust in South Africa’s institutions.


As Monnenyane faces the consequences of her actions away from the force, having been dismissed in 2018, and both she and Koetle begin their sentences, the community looks to heal from the betrayal while advocating for continued vigilance in rooting out corruption.
