President Ramaphosa Authorizes Six New SIU Probes into State Entities and Municipalities

In an unprecedented move to combat potential graft and bolster accountability within South African state organs, President Cyril Ramaphosa has issued a raft of new proclamations authorizing the Special Investigating Unit (SIU) to delve into allegations of corruption and maladministration across various sectors.





A primary focus of these probes is directed at the South African Special Risk Insurance Association (SASRIA) regarding the unrest in July 2021. The SIU will scrutinize the insurance claims processed during this period for any irregularities, ensuring compliance with the statutory and regulatory frameworks.


The Vaal University of Technology (VUT) also comes under scrutiny for two key contracts connected to student accommodation and security measures. Potentially flawed procurement strategies and financial misconduct stand as central issues to be dissected by the SIU.


The Gauteng Department of Health is not spared, with two significant contracts being questioned for their integrity and adherence to procedural protocol. The depth of the investigation will include a comprehensive assessment of any breaches in the supply chain that resulted in financial damage to the state.


Adding to the list of investigated entities, the SIU has been tasked to probe a tender in the Tshwane Metropolitan Municipality regarding the upgrade and extension of the surveillance system, potentially highlighting an abuse of power in the awarding and execution of public contracts.


The municipally-focused investigations extend to Mahikeng Local Municipality where two contracts, largely unspecified in the immediate report, have raised red flags. Similarly, the Alfred Nzo District Municipality sees seven water-related tenders being scrutinized for impropriety in the contracting process.


Perhaps most indicative of the SIU's role in ongoing regulatory oversight is the amendment concerning the Chris Hani District Municipality's proclamation. The expanded investigation will now embrace new areas not previously covered, seeking to identify systemic faults to prevent future financial losses to the South African taxpayer.


Remarkably, the SIU is bolstered not just by President Ramaphosa's mandate, but by the Special Investigating Units and Special Tribunals Act 74 of 1996, equipping the SIU with the power to forward criminal evidence to the National Prosecuting Authority (NPA), potentially leading to legal action. Moreover, the SIU may, where appropriate, instigate civil proceedings to rectify identified injustices.


These investigations reinforce a national dedication towards transparency, fiduciary responsibility, and the relentless pursuit of justice, offering a glimmer of hope in what has been a fraught battle against state corruption.
