Diplomatic Disquiet as Russian and Chinese Warships Arrive in Simon’s Town

South Africa's invitation to these vessels, amidst the country's assertion of a "non-partisan" global position, has drawn scrutiny and criticism. With the Russian frigate Neutrashimy and the oil replenishment ship Akademik Pashin appearing on Thursday, and the Chinese frigate CNS Xuchang docking earlier, the anticipation for the South African Navy Festival is overshadowed by international tension.


According to maritime sources, the Neutrashimy notably had its automatic identification system transponder turned off — an act suggesting a deliberate attempt to keep its presence under wraps by Russian and South African authorities. The Democratic Alliance (DA) has questioned how this aligns with South Africa's neutrality towards the conflict between Russia and Ukraine, further criticizing the SA Navy's opacity regarding the visits.


The Ukrainian Association of South Africa voices grim concerns, stating that such invitations endorse the Russian military, which stands accused of barbaric acts against Ukrainian civilians. Further allegations point to the CNS Xuchang's hasty retreat after an on-board accident, highlighting operational murkiness.


The Chinese frigate's participation in the Navy Festival, as confirmed by defence spokesperson Zhang Xiaogang, teases plans for a joint review and exercises with the SA Navy. Similar activities conducted by South Africa, Russia, and China earlier this year on the east coast, drew considerable controversy, particularly in the context of the United States' African Growth and Opportunity Act (Agoa).


The spectrum of international cooperation widens, with the imminent eighth Ibsamar exercise featuring South Africa, India, and Brazil off Saldanha. Indian frigate INS Talwar's participation is verified, and Brazilian Defence ship Defensora will join the tripartite. The assembly of BRICS nations brings further intrigue, with observers speculating on possible collaborative exercises despite the absence of a formal defence agreement.


Amidst this, Chris Hattingh of the DA bemoans the secretive handling of these visits, revealing Parliament's defence portfolio committee's unawareness. This lack of transparency compounds inquiries into South Africa's true impartiality between nations.


Conclusively, the Ukrainian Association of South Africa’s plea is unambiguous — urging local authorities to halt the promotion of the Russian military at the Navy Festival, in light of its aggressive offense against Ukraine and the appalling war crimes documented by the Russian army.
