Giyani, Limpopo - In a significant blow to professional integrity, psychologist Ms. Penelope Homu, 41, faced the Giyani Specialised Commercial Crimes Court on charges of fraud on September 6, 2024. During the trial, Ms. Homu pled guilty to charges that she defrauded the Platinum Health Medical Scheme (PHMS) by submitting false claims. The court handed down a sentence that includes a fine of R120,000 or a five-year prison term, fully suspended for five years on condition that Ms. Homu not commit fraud again during the period of suspension. Additionally, the psychologist was declared unfit to possess a firearm.
The fraud came to light in 2021 when PHMS noticed a surge in claims across the period from February 2020 to December 2020. An internal investigation was initiated that pointed to Ms. Homu as the submitting health care practitioner. Closer inspection revealed that Ms. Homu submitted claims for services she never provided. PHMS members flagged unauthorized claims on their accounts, indicating that they had not received any health care services corresponding to those claims.
Investigators delved deeper into the claims and found numerous anomalies, such as multiple claims across a range of beneficiaries and referral practices. They concluded that Ms. Homu had rendered no actual services, substantiating her claims with falsified information instead.
The comprehensive forensic probe assessed the financial impact of her fraudulent actions, which amounted to substantial losses for both PHMS members, who were defrauded of R192,000, and the scheme itself, which incurred losses exceeding R555,000 due to the false payments made to Ms. Homu.
The case initially opened at the Ritavi Police Station before being escalated to the Hawks' Serious Commercial Crime Investigation unit due to its gravity. The robust collaboration between the Hawks, the Forensic Investigators, and the National Prosecuting Authority ensured meticulous case handling, leading to Ms. Homu's guilty plea and subsequent sentencing.
Major General (Adv.) Gopz Govender, the Provincial Head of the Directorate for Priority Crime Investigation in Limpopo Province, commended the investigative team for their diligence and tenacity in bringing Ms. Homu to justice. The case underscores the effectiveness of law enforcement collaborations in curbing white-collar crime and penalizing offenders within the health care sector.
