South Africa Gears Up for Small Business Growth with New Advisory Body and Updates to AMSAR Legislation

In a pivotal move to bolster economic growth and sustainability, the South African Cabinet has officially approved the creation of an advisory body to aid in the development and support of small enterprises. This strategic decision, rooted in the National Small Enterprise Act of 1996, as amended, aligns with efforts to represent and advocate for the interests of South Africa's burgeoning small business sector.

Minister in The Presidency Khumbudzo Ntshavheni revealed details about the establishment of the advisory body at a Cabinet media briefing. The minister emphasized that this entity will serve as a vital source of expert advice to the Department of Small Business Development's (DSBD) Minister on a breadth of issues impacting the growth of small enterprises. This includes providing guidance on national standards, regulatory frameworks, and the design of impactful support interventions for micro, small and medium enterprises, as well as cooperatives.

The formation of the advisory body is envisaged as a touchstone for effective policy reform and legislative amendments within the small enterprise arena. By leveraging evidence-based recommendations, the government anticipates an elevation in the functionality of the support ecosystem for small businesses, which forms the backbone of the South African economy.

Simultaneously, Cabinet has progressed on the legislative front by endorsing the Aeronautical and Marine Search and Rescue (AMSAR) Bill of 2024 for public commentary. Minister Ntshavheni highlighted that this measure is a response to the outdated nature of the extant South African Maritime and Aeronautic Act of 2002. The AMSAR Bill has its sights set on integrating international standards and trends to enhance the national search and rescue infrastructure. In doing so, it will contribute significantly to the safety of individuals and facilitate the expansion of the aviation and maritime sectors, thereby driving economic prosperity.
