South Africa is grappling with a complex challenge as reports emerge of a ‘water tanker mafia’ systematically disrupting municipal water supplies. Investigations reveal that this shadowy group is not only entrenched in KwaZulu Natal but has now extended its nefarious activities to Gauteng, including the country’s administrative capital, Tshwane.


The modus operandi of this mafia involves intentionally damaging water infrastructure, creating a demand for water tankers, and profiting from the chaos. In Tshwane alone, the municipality's annual expenditure on water tankers approximates R98 million, according to Themba Fosi, head of utilities, regional operations, and coordination for the city.


Fosi reports widespread vandalism and tampering with public utilities. The Tshwane metro police department, along with tip-offs from the community, have identified suspicious activities at reservoirs and fire hydrants linked to the water tanker operators. However, the ability to conduct thorough investigations is hampered by a lack of capacity, leaving them reliant on police assistance.


Water scientist Dr. Anthony Turton has raised alarms about the deteriorating state of water infrastructure in South Africa. He underscores that the ‘water tanker mafia’ has entrenched itself in municipalities by deliberately sabotaging infrastructure to win or extend supply contracts, a situation exacerbated by the sourcing of unpotable water from dams or rivers.


The implications of these activities extend beyond simple corruption and service delivery failures. As Turton points out, such acts of sabotage can be precursors to social unrest, as evidenced by the 2021 KZN looting where tampered water valves predated the upheaval. These deliberate disruptions are recognized as potential national security threats that require immediate and decisive action.


The situation in South Africa calls for an urgent and coordinated response as the ‘water tanker mafia’ threatens to undermine not only the nation's water security but also its societal stability.
