Joburg Residents Rally for Accountable Leadership to Resolve Service Delivery Crisis

Johannesburg, often nicknamed the City of Gold for its rich mining history, is currently facing a crisis of a different nature—a service delivery meltdown prompting urgent calls for active citizenship and accountable leaders. The Organization Undoing Tax Abuse (OUTA) highlighted these burgeoning challenges following the revelations of the Joburg Crisis Alliance (JCA) meeting on Thursday, 26 July 2024.

The multi-organizational JCA, which comprises the likes of the Ahmed Kathrada Foundation, OUTA, and the Johannesburg Inner-City Partnership, depicted an alarming picture of Johannesburg's deteriorating conditions. Residents of diverse communities like Kliptown, Naturena, Midrand, and the inner-city areas experience erratic water supply, inadequate economic opportunities, rampant electricity outages, and poorly maintained infrastructure.

Tessa Dooms, the Rivonia Circle director, keenly emphasized the unified voice of the city's residents, who have grown tired of inefficient and absent leadership, particularly in crises. The JCA has made a point that combating the challenges faced by Johannesburg's residents requires a concerted and collective effort, underpinned by the quest for improved leadership and governance.

Subsequently, the JCA orchestrated plans for a mass protest on 27 July 2024, targeting the office of incumbent Mayor Kabelo Gwamanda, to communicate their dissatisfaction. The agenda included deliberations on prepaid electricity tariffs and unchecked water and power interruptions, alongside a call for decisive anti-corruption measures and better resident consultations.

The highlight of the JCA's agenda was the assassination of a key forensic investigator, emphasizing the dire need for protecting whistleblowers and combatting municipal corruption. Further complaints were made about sky-high city salaries juxtaposed with insufficient spending on essential services, incessant billing errors, and poor financial management—exemplifying the council's accountability failure.

Finally, the JCA is not only calling for new leadership but is also challenging every council member to elect leaders who embody competence and accountability. This stance transcends political parties and coalitions, focusing solely on securing a responsive and responsible governance structure for Johannesburg.

The JCA and OUTA emphasize that this is not a fleeting campaign, but the inception of sustained activism aiming for tangible change—a revitalization of a city in operational disarray. Residents, alongside civil society, faith groups, and the business sector, are being rallied to demand more from those entrusted with running the city, advocating for a collaborative approach toward recovery.

The urgent message from Johannesburg is clear: only through demanding excellence and integrity from their leaders can residents hope to see the restoration of essential services, facilitating the return of the city to its former glory as a prosperous and functional metropolis.
