ANC Parliament Members Penalized for Ethics Code Violations

In a significant development highlighting accountability within South African politics, several senior members of the African National Congress (ANC) have been sanctioned after violating parliamentary ethics codes. Among those implicated are prominent figures such as Mandla Mandela, Collen Malatji, Sisisi Tolashe, and Jerome Maake.

According to the Parliament's Ethics Committee, these members failed to declare their financial interests as mandated, an oversight seen as undermining the principles of transparency and integrity expected from public officials. In a decisive move aimed at reinforcing the importance of compliance with ethical standards, the committee has recommended that the members be fined the equivalent of 20 days' salary and formally reprimanded.

The findings of the Ethics Committee detailed each instance of non-compliance. Deputy Minister in the Presidency and ANC Women's League president Sisisi Tolashe, who had previously breached the code in 2019, was cited for failing to submit her declaration due to a family bereavement and subsequent load shedding, which hampered her access to the submission system. However, the committee determined her reasons to be insufficient in excusing the violation.

Collen Malatji, the president of the ANC Youth League and an ANC MP, along with Mandla Mandela and Jerome Maake, were similarly censured for their non-disclosure within the stipulated timeframe. The committee explicitly noted that the duration allowed for disclosure should be ample and dismissed explanations involving personal emergencies or accidental circumstances as inadequate.

Judith Tshabalala, Deputy Minister of Water and Sanitation, was another senior official identified as in breach of the ethics code. The recurrent theme of lapses in ethical compliance among ANC members raises concerns about the vigilance and commitment to ethical guidelines within South Africa's ruling party.
