DA Councillor Andre Beetge Ousted from eThekwini Executive Committee Amid ANC Maneuvering

In a notable shift of political dynamics within the eThekwini Municipality, Democratic Alliance (DA) councillor Andre Beetge was removed from the executive committee due to accusations of inappropriate conduct and neglecting his constituency. The dismissal occurred amidst a backdrop of escalating tensions as parties such as the African National Congress (ANC) prepared to confront opposition through motions of no confidence.

The motion advocating for Councillor Beetge's removal was led by ANC councillor Ntando Khuzwayo, who criticized Beetge for his actions during the motion to depose Mayor Mxolisi Kaunda. Beetge, according to Khuzwayo, exhibited behavior unbecoming of an executive committee member, notably undermining the Mayor's authority during council deliberations. This purported breach of protocol and demolition of the trust integral to the committee’s operation spurred his fellow councillors’ desire to see him removed from his position.

Supporting Khuzwayo's motion, ANC councillors underscored the imperative for executive committee members to set an exemplary standard. Councillor Sbusiso Ngcongo cited a prior incident in which Beetge was expelled from a meeting, claiming that such "ill-discipline" could not be overlooked in a person of his responsibility.

It was also alleged by Thanduxolo Sabelo, another ANC councillor, that Beetge had failed to engage with his constituents and was not adequately fulfilling his ward duties. Claims of residents’ dissatisfaction further added to the contention that Beetge’s performance warranted review and action by the municipality.

The ANC's campaign aligns with earlier assertions by councillor Nkosenhle Madlala, who forewarned that the party would proactively initiate motions against members of opposition in a retributive measure following the IFP and DA’s recent attempts to shake up the council’s leadership.

The chain of events demonstrates the mounting competitiveness within South African local governance as parties maneuver to assert dominance within municipalities and uphold their interpretation of legislative adherence.

However, the legitimacy of the motion against Beetge was strongly contested by DA members, who criticized both the procedural aspects, notably the length and urgency of the motion, and the handling of the motion by Speaker Thabani Nyawose. Despite their assertions and appeals for legal consultation, which were denied, the motion was put to vote and passed, excluding 20 EFF councillors who abstained and the boycott from DA and IFP councillors.

In response to the outcome, DA caucus leader Thabani Mthethwa decried the ANC's tactics as an “undemocratic behaviour” that would potentially set an adverse precedent in future municipal engagements. Additionally, he called for a re-evaluation from the ANC leadership to avoid potential escalation of such political strategies.

On the opposite end, a separate motion of no confidence against Speaker Nyawose, tabled by IFP councillor Mzwethu Gwala and pointing to Nyawose's conduct during council proceedings, was defeated, solidifying Nyawose's continuing role amidst the shake-up.

This episode marks a distinct moment in eThekwini's political landscape, heralding a period of increased assertiveness among parties within municipal structures and hinting at the potential for future altercations in the quest to establish control and direction within the municipality's governance framework.
