Beaufort West Mayor's Integrity in Question Amidst Allegations of Fraud

The quaint town of Beaufort West has found itself at the center of political controversy following allegations of fraud against its mayor, Gideon Pietersen. The Democratic Alliance (DA), South Africa's official opposition party, has leveled serious accusations implicating Pietersen in a fraudulent act during his first term in office—a claim robustly challenged by Pietersen's party, the Patriotic Alliance (PA).


The allegations brought forth by Schaun Meyers, the DA's caucus leader in Beaufort West, paint a grim picture of governance in the municipality. Meyers argues that Pietersen's re-election amidst these claims marks a continuity of "mismanagement and corrupt practices" by the ruling coalition of the PA, the African National Congress (ANC), and the Karoo Democratic Force (KDF), further leading the municipality down a path to ruin.


Central to the controversy is an "illicit contract" that Pietersen is accused of entering into, which allegedly resulted in the municipality enduring an unsanctioned annual cost exceeding R77,000. Additionally, claims surfaced that despite formal communication regarding a pending summons over the owed balance, Beaufort West's speaker, Noël Constable, failed to report this critical information to the relevant councils and municipal structures.


The DA's Meyers contends that these actions or inactions represent a flagrant dismissal of essential legislative processes and ethics, citing a breach of the established council's code of conduct by Mayor Pietersen.


In defense of Pietersen, PA spokesperson Steve Motale struck back, calling for evidence to substantiate these allegations. He outlines the PA's stance, emphasizing that any accusations of corruption and managerial ineptitude are of grave concern to the party. Yet, without these claims being evaluated by appropriate authorities, Motale affirms the party's complete confidence in Pietersen's capabilities and integrity, relying on his past performance to vindicate his current position.


Further complicating this political spat is Beaufort West’s municipal manager, Derick Welgemoed, who outright denies any wrongdoing within the ranks of the municipality. According to Welgemoed, not only are the allegations unfounded, but the process to reclaim the questioned funds is actively in progress.


Welgemoed offers a broader perspective on the matter, revealing that the issue stems from a misstep involving an advertising agreement for the Government Online publication with a company called Dotcom Africa. Pietersen, who during his tenure as mayor, agreed to this placement, overstepped his jurisdictional boundaries as only the municipal manager has the authority to enter into such contracts on behalf of the municipality.


The mishap was noted and, in due process, addressed by an acting municipal manager in January 2023, who tasked an internal auditor to investigate. The resulting audit report, compiled in January last year, had been deliberated upon in a municipal public accounts committee (MPAC) meeting several months later.


Legal action ensued with instructions dispatched to a law firm to recover a sum of R68,931 from Pietersen. In Welgemoed's conclusive summary, no fraud was committed, and the speaker's role was negligible since established protocols were followed, with legal avenues actively pursued to resolve the financial discrepancy.


This issue has therefore transcended municipal management, igniting political confrontations that probe the foundational integrity of Beaufort West's governance. The PA's challenge to the DA provides a stark contrast between claims and evidence-based politics, highlighting the tension between transparency, accountability, and the often intricate operations of local government. What is clear is that the outcome of these allegations could have significant implications, not just for Mayor Pietersen but also for the broader perceptions of governance in the region.
