The latest insights from the Centre for Research on Energy and Clean Air (CREA) reveal that Russia's fiscal strength has seen an unlikely boost amidst ongoing international sanctions, with India playing a pivotal role in this economic uptick. The fiscal year marked a surge in crude oil sales to India, hitting a record $37 billion—figures that overshadow the pre-war trade relations by a factor of over 13. This comes against the backdrop of the West's strategic reduction in purchasing Russian crude due to the invasion of Ukraine.


India's engagement in this oil trade, while lawful, taps into a complex network of transactions involving a so-called "shadow fleet" of tankers, a Russian stratagem designed to mask its trading partners and processes. Examinations by experts and witnessed intermediary activities near Gythio, Greece, suggest that these ship-to-ship transfers not only obscure the oil's origins but also appear to facilitate the evasion of sanctions.


The intricacies of this operation point to both open and clandestine movements of crude, from direct shipments to more convoluted pathways that eventually lead the oil to Indian refineries and then, as final products, back to the West, including the United States. Despite the implementation of controls such as a price cap and concerted sanctions, the network's clandestine nature has undermined these efforts.
