At the forefront of justice, persevering against perils and embodying integrity, the South African Police Service (SAPS) officers who go above and beyond in the line of duty have been celebrated at the ninth National Excellence Awards. The event, held with due pomp in Midrand, highlighted the exemplary contributions of officers like Sergeant Keshi Mabunda, whose unwavering dedication led to the successful arrest of serial killer Rosemary Ndlovu.


Mabunda's sleuthing astuteness was recognized through the prestigious Police Minister’s Special Award, an accolade that speaks to his exceptional investigative acumen. His well-earned promotion to the rank of captain is not just a mere elevation of status but a resounding endorsement of his professional prowess. Met with such honor, Mabunda voiced his ecstasy and saw it as an encouragement for tireless service, "This is great motivation for me and other members as well – so hard work pays."


Sergeant Mabunda's investigative journey epitomizes the complex and often dangerous path law enforcement officers tread to ensure public safety and enforce the law. Tackling a case as intricate and chilling as that of Rosemary Ndlovu, Mabunda displayed resilience, analytical skill, and doggedness. Ndlovu, a former police officer turned felonious insurance fraudster, meticulously plotted the murders of her family members to reap insurance benefits, thereby earning the moniker 'serial insurance killer'. Mabunda's role was critical in piecing together the scattered evidence to draw the net closer around Ndlovu and eventually bring her spree to a halt.


The award ceremony also shone a spotlight on unsung heroes from various provinces. An unnamed constable from the Free State displayed exemplary courage, unearthing a grim series of events that led to the arrests of Dr. Nandipha Magudumana and Thabo Bester. The constable's vigilance and sharp instincts heralded a breakthrough for SAPS Organised Crime Investigations (SECI), for which the constable received the Police Minister’s Special Award and subsequent promotion to Warrant Officer.


Another distinguished accolade, the High Risk Member of the Year Award, was bestowed upon Lieutenant Colonel JL Santi from Parkroad Tactical Response Team (TRT) in the Free State. Under Santi’s leadership, the team made 141 arrests and seized counterfeit currency exceeding R800,000, reflecting an indomitable spirit in high-stakes crime prevention.


Lieutenant Colonel J Coetzer exhibited the quintessence of bravery and commitment during a cataclysmic confrontation with a notorious gang in Makhado, Limpopo. Coetzer's integral role in an anti-cash-in-transit heists operation, which involved neutralizing 19 suspects, was solemnly acknowledged with the National Commissioner’s Special Award.


In a nod to the collective efforts, SAPS Port Nolloth was deemed this year’s station of the year. With a 100% crime prevention environment rating, it stands as a beacon of excellence, magnifying the unmistakable imprint of SAPS’s crime-fighting resolve.


The recognition and upward mobility of officers like Mabunda, as well as the station accolades, signal not only to the SAPS fraternity but to society at large that service, protection, and integrity remain tenets deeply etched within the South African policing framework.
