Hawk-Eyed Justice: Foreign National Apprehended for RAF Fraud in Eastern Cape

In a significant crackdown on fraud and corruption, the Eastern Cape Hawks’ Serious Commercial Crime Investigation (SCCI) team has made a noteworthy arrest in East London. A 52-year-old foreign national is facing charges related to a deceptive and fraudulent claim made against the Road Accident Fund (RAF) dating back to an incident in 2011, which critically injured a minor.

According to Eastern Cape police spokesperson Avele Fumba, the arrest stemmed from an investigation into a hit-and-run that transpired at the intersection of Voortrekker Road and Emily Hobhouse Road in the Goodwood area, Cape Town. A minor was struck by a vehicle that recklessly left the scene, and a claim with the RAF was filed on the victim's behalf by legal professionals from Southernwood in East London.

However, inconsistencies surfaced when the minor, through appropriate checks, realized that the supposed successful claim of over R2 million never made it to her. Investigations revealed that the money was instead deposited into a trust account associated with a law firm where the arrested suspect was the sole signatory.

In a statement, Fumba stressed that the accused, rather than ensuring the funds reached the intended recipient, appears to have embezzled the compensation outlay for his benefit. This revelation opened a window into the suspect's alleged exploitation of the victim's vulnerability and the trust vested in the legal system.

This complex case required significant coordination between multiple law enforcement divisions. The Hawks, working closely with East London Crime Intelligence, painstakingly gathered evidence pointing directly to the suspect’s involvement in the fraud.
