South Africa's Dirco Firmly Addresses Diplomatic Missteps

South Africa's diplomatic stance on international conduct and behaviour took a firm turn as Minister of International Relations and Cooperation Naledi Pandor confirmed the démarching of four diplomats over the last five years. The actions carried out by the Department of International Relations and Cooperation (Dirco) highlight South Africa’s resolve to address international issues and bilateral disagreements head-on.

Most recently, the Israeli ambassador to South Africa, Eliav Belotserkovsky, faced serious discussions with Dirco's Director-General, Zane Dangor, following Israel’s military actions in the Gaza Strip that saw continued bombing campaigns. The recall of the Israeli ambassador illustrates the consequence of South Africa's strong stance against the conflict in the Middle East which has led to devastating casualties.

In a response to a parliamentary question by Inkatha Freedom Party (IFP) MP Mkhuleko Hlengwa, Minister Pandor outlined the charges discussed in the démarche, noting concerns about "grave breaches of international criminal law," implicating both Hamas and the government of Israel in Gaza.

The United States' representative, Ambassador Reuben Brigety, also faced the formal diplomatic reprimand – a démarche – earlier this year. Brigety’s allegations of South Africa selling weapons to Russia, where a Russian naval vessel was involved, were found to have no basis by a commission of inquiry initiated by President Cyril Ramaphosa. Brigety’s claims, particularly sensitive amidst the Ukraine-Russia conflict, were publicly refuted, asserting South Africa's position on the matter.

Matters of bilateral concern were also addressed as is seen in the démarche of the diplomat from Equatorial Guinea, Librada Ela Asumu. This dialogue reflected the pressing issue of the arrest of South Africans Peter Huxman and Frederic Potgieter under what are believed to be trumped-up drug charges. The action marks South Africa's commitment to its citizens abroad.

A historical démarche to note was against the Australian High Commissioner Adam McCarthy, which related to comments by Australian Minister of Home Affairs Peter Dutton on South Africa’s land reform program. Back in 2018, Dutton’s insinuations of persecutions against white farmers in South Africa had been met with demands for retraction, showcasing South Africa’s protective attitude towards its internal affairs and reform policies.

This sequence of events underscores South Africa’s active engagement in foreign relations and its readiness to take decisive action when international or bilateral conduct encroaches upon its sovereignty or international law. As such, the démarches serve not only as rebukes but also as affirmations of South Africa's stance in the global arena, cementing its role as a player dedicated to upholding ethical standards and protecting its national interests.
