James Ramabulana, a high-ranking State Security Agency (SSA) official, has substantiated significant elements of a whistleblower's claims regarding the conduct of Public Protector Busisiwe Mkhwebane during two separate probes. The revelation bolsters the narrative of covert attempts to manipulate the control and overview of the South African Reserve Bank under the guise of a public protector report.

Ramabulana confirmed his presence at both the SSA meetings with Mkhwebane concerning the contentious CIEX inquiry into ABSA Bank and the South African Reserve Bank. This revelation supports the whistleblower's allegation of undue SSA involvement in the public protector's investigations.

Intriguingly, the whistleblower alleged that Maiendra “Mai” Moodley, another SSA officer, delivered a written note to Mkhwebane. This note contained the wording for remedial action enclosed in the final CIEX report, highlighting the questionable role of the SSA in state matters.

While Ramabulana did not comment on this particular assertion, he validated crucial portions of the whistleblower’s testimony, including Moodley's introduction as an "economist" despite his expertise lying in information technology security.

These alleged underhanded activities have the potential to severely disrupt the investigations of highly sensitive socio-economic matters by the public protector's office and raise concerns over the independence and credibility of these investigations.

Adding further suspicion, Ramabulana indicated the State Security minister and the director-general at the time decided to accompany him to the meeting with Mkhwebane because of his familiarity with the issues in question.

More details of the public protector's conduct, including withholding relevant documents from courts and misrepresentations over meeting attendees and discussions, have been brought to light by the whistleblower and Ramabulana, heightening concerns over her handling of critical state matters.

The unfolding controversies surrounding the Public Protector's office pose serious implications for South Africa's political landscape, necessitating clearer transparency and accountability in state affairs.
