South Africa Assumes Leadership Role in African Tax Administration Forum

In a significant stride towards enhancing the tax ecosystem across Africa, South Africa has been elected unopposed as the new Chair of the African Tax Administration Forum (ATAF) Council. The election took place at the 8th General Assembly in Kigali, Rwanda, on December 4, 2024, with Commissioner Edward Kieswetter of the South African Revenue Service (SARS) representing the nation.





This prestigious position is set to span two years, in which South Africa pledges to drive ATAF's mission of supporting member countries to develop efficient tax administrations that contribute massively to their economic growth and the improvement of living standards. This commitment was evident in Kieswetter’s speech, where he recognized the confidence entrusted to South Africa and reiterated the nation’s dedication to serving the members’ best interests.


ATAF, established in 2009 with South Africa hosting its interim Secretariat, has grown into a fully-independent international organization under the continued host of South Africa. The Forum’s importance in the continent's tax landscape is underscored by its significant achievements, including the training of 3,242 tax officials from forty-seven African countries in the 2023-2024 period alone. Furthermore, through its various programs, ATAF has been instrumental in the recovery of approximately USD 702 million in tax revenues.


The timing of South Africa’s leadership couldn't be more pivotal. The country is also currently presiding over the G20, with a strong commitment to promote Domestic Resource Mobilisation to aid in achieving the Sustainable Development Goals. This dual role significantly enhances South Africa’s influence in shaping global tax policy, especially as ATAF continues to extend its support to the African Union in global tax cooperation discussions at the United Nations.


Throughout his tenure, Commissioner Kieswetter has been recognized for his tax and customs acumen, having previously led the World Customs Organization (WCO) and served as Vice Chair of the OECD Forum for Tax Administrations. His experienced leadership is expected to bring vigor to ATAF's operations, aligning with broader international efforts like the BEPS Inclusive Framework which seeks to enhance inclusivity in international tax practices.


South Africa's new role as ATAF Chair underlines the country's enduring legacy and evolving leadership in international tax discussions, setting the stage for a transformational era in African tax administration that prioritally aims at sustainable economic development and enhanced cooperation across continents.
