The Garden Route District Municipality (GRDM) has announced a strategic initiative designed to mitigate sporadic offensive odours that have been affecting residents around Great Brak River. The industrial operations, carrying Atmospheric Emission Licences (AEL), have been under scrutiny following community reports of persistent unpleasant smells since early 2024.
Dr. Schoeman, Manager of the District Air Quality Control, assured that the AELs include strict conditions and that the industries, in most cases, achieve compliance with their licence requirements. This involves adhering to minimum emission limits and undertaking independent annual emissions monitoring. Despite these compliances, Dr. Schoeman acknowledged the role of weather patterns in odour dispersion, a notorious issue during the colder seasons.
Responding to the community's concerns, GRDM, along with the licensed industries, has embarked on a collaborative venture to reduce the offensive smells. Dr. Schoeman emphasized that while the industries operate within the legally required emission limits, they still recognize the need to address the occasional odour releases that still pass through.
A series of technological solutions are being rolled out as a phased approach to improve air quality. These innovative measures include venting gas through systems that employ water and odour suppressant liquids, effectively functioning as scrubbers. Additionally, rubber curtains are being installed to minimize wind drafts at entry points, and old boilers are being replaced with advanced technology that enhances combustion processes. The adoption of energy-efficient manufacturing practices not only reduces fuel usage but will also curtail consequent emissions.
Dr. Schoeman clarified that some of these initiatives require environmental approval and, thus, may have a longer implementation timeline. However, he remained positive that all long-term measures are expected to be operational within the coming 1-2 years. These innovative strategies come with financial implications, bringing capital and ongoing operational costs to the industries.
