Swift Action to Add Spillway at Risky Cape Town Dam Averts Further Riverlands Crisis

The Department of Water and Sanitation (DWS) has swiftly moved to authorize the construction of an emergency spillway to preempt the potential failure of a farm dam on the brink of collapse in Riverlands, Cape Town. This move comes after the catastrophic breaching of three other farm dams in the same area, which led to extensive damage requiring humanitarian intervention.

In the wake of the recent calamity where homes, infrastructure, and livelihoods suffered under floodwaters, DWS has taken no chances. Dr. Mandla Mathebula, the head of DWS communications, highlighted the absence of spillways in the previous dam designs—a crucial factor that contributed to their failure when faced with excessive rainfall and resultant high run-off.

The fourth and final dam, currently at risk, has triggered alarm bells not only due to the lack of a spillway but also because of identified structural damage. Understandably, this dam poses a significant threat, being situated at the highest point of the valley. Dr. Mathebula reassures, however, that construction is already underway. Overseen by a certified engineer, the emergency spillway will enable the proper management of floodwaters anticipated from incoming rains.

In tandem with this stopgap solution, the DWS has ordered the dam's existing outlet pipe to remain fully open, facilitating a drop in water levels to avert any imminent danger.

The strategic response involves not just reactive measures but also proactive engagement with the affected communities and local stakeholders. A committee comprising multiple municipal bodies, disaster management teams, and social organizations, including the renowned Gift of Givers, has been set up—exemplifying a collaborative approach to disaster management.

While initial steps have focused on immediate safety and stabilization, DWS remains vigilant, committing to in-depth investigations into the dam failures. Results from this inquiry may spur regulatory actions to improve accountability and prevent future incidents of this nature.

The Department of Water and Sanitation's commitment to the well-being of Riverlands is unwavering, assuring residents that the necessary steps are taken to swiftly rectify the situation. The community is implored to remain cooperative to expedite the restoration process and secure the region from similar threats moving forward.
