South Africa to Woo Wealthy Foreigners with R2 Million Flat Tax Proposal

South Africa has the potential to substantially increase its tax revenues and bolster its economy by making itself more appealing to global high-net-worth individuals. Magda Wierzycka, the CEO of Sygnia, has proposed an initiative that could do just that—introduce a flat tax rate of R2 million per annum to attract wealthy foreigners seeking tax residency.

This approach, if implemented, could propel South Africa to the ranks of countries like Greece and Italy in effectively attracting affluent migrants. These countries have seen considerable success by offering similar schemes, with Greece offering a €100,000 yearly flat tax and Italy a €100,000 substitute tax on foreign income.

The proposal comes as Cape Town and the Garden Route continue to rank as the preferred destination among many luxurious lifestyle seekers. By adopting a distinct flat tax rate for the ultra-rich, South Africa could incentivize more to follow suit, contributing immensely to the national coffers through the South African Revenue Service (SARS).

In perspective, this initiative targets a group capable of contributive spending beyond the flat tax. With the majority of South Africans not reaching the R2 million tax bracket, the scheme represents a significant opportunity to enhance the economy. The arrival of wealthy foreigners is anticipated to increase expenditure in diverse sectors and expand job creation.

The City of Cape Tower is already on board with this vision, having launched a Digital Nomad Visa to attract affluent remote workers who earn over R1 million annually—expecting to boost the local economy extensively.
