Eskom's ongoing troubles have taken a quantifiable turn with the recent revelation of a stark decline in the performance of its coal fleet. A graph depicting the energy giant's woes shows a startling dip in the Energy Availability Factor (EAF) of its coal-fired power stations, running parallel to a significant rise in partial load losses.
In an incisive investigation, the National Treasury solicited the expertise of VGBE Energy, a German consultancy firm with a substantial background in the operation of coal-fired power plants. Tasked with dissecting the functionality of Eskom's ailing power utility, the group's engineers dedicated a four-and-a half-month period to meticulously analyze the South African electric power provider.
Plant by plant, the German team delved into the workings of Eskom's coal fleet. The project's aim was to unearth the root causes of the fleet's all-time low EAF, which lingers alarmingly around 51%, and to formulate measures that could potentially resuscitate the hemorrhaging sector.
What surfaced was a plethora of systemic issues. Topping the list were the utility's labyrinthine management structure, subpar maintenance practices, and diminished staff morale – all contributing factors to Eskom's downward spiral. Additionally, an apparent disconnect between theoretical know-how and practical application was spotlighted as a contributing factor to the continuous malaise.
The interventionist study by VGBE Energy also underscored a critical element exacerbating Eskom's difficulties: skyrocketing partial load losses (PLLs), which refer to the power generation capacity lost because of operational faults in units, rendering them less effective. These losses were consistently reported at around 6,000 MW during the investigation.
Detailed data collected by the engineers traced a robust connection between the coal fleet's sinking EAF and the swell in PLLs from 2010 up until the close of the 2023 fiscal year. A concerning trend highlighted by the team was the ineffectuality of maintenance outages. Units were left unable to resume full load operations post-maintenance, indicating systemic deficiencies in addressing the fleet's health.
In light of these findings, the VGBE team emphasized the escalating magnitude of partial load losses. The problem, they noted, has seen little to no improvement and has progressively worsened since 2018.
Such profound challenges call for equally resolute measures if there's any hope for reversing Eskom's fortunes. The comprehensive report lays the groundwork for a practical overhaul, stressing an imperative for decisive action to salvage South Africa's flailing power infrastructure.
