Haiti in Turmoil: Police Unions Call for Help as Gangs Assault National Penitentiary

Port-au-Prince, Haiti, is grappling with a severe escalation of violence as armed gangs stormed the National Penitentiary, prompting an urgent plea for assistance from Haitian police unions. In an unprecedented display of defiance, gang members breached the prison perimeter, leading to a significant yet unconfirmed number of inmates, including high-profile criminals, fleeing the facility.

This daring attack occurred during a time of heightened tension in the Haitian capital following days of heavy gunfire initiated by dominant gang leader Jimmy Cherizier, notoriously known as "Barbecue". Cherizier, a former police officer, has called for criminal factions to unite against the government of Prime Minister Ariel Henry, urging them to overthrow his administration.

Haiti, the poorest nation in the Western Hemisphere, finds its security apparatus greatly overwhelmed as it faces an adversary in the form of well-armed and organized gangs. The police, struggling to contend with the onslaught, were unable to contain the chaos at the penitentiary, leading two leading police unions to release a desperate call to action on social media, advocating for a combined military and police intervention to thwart the criminal onslaught.

Notwithstanding the severity of the situation, the Haitian government remained silent on Saturday, with Prime Minister Henry abroad in Kenya seeking to firm up a proposed security mission in Haiti which would be led by the East African nation with support from the United Nations.

The National Penitentiary, which has long been marred by egregious overcrowding and inadequate staffing, reached a tipping point when police officers reportedly vacated their posts in the wake of the violent confrontation. A harrowing 2017 report by rights group RNDDH highlighted the detrimental conditions within the prison, with occupancy levels reaching more than five times its intended capacity.

Further complicating the fragile socio-political landscape of Haiti, armed individuals also made coordinated efforts to take over the main container port in Port-au-Prince, signaling their intent to disrupt key infrastructure and exert control. The emerging pattern of aggression includes threats to police stations across the city, as gang influence appears to be expanding.

Amidst this instability, Cherizier has issued ominous warnings, advising residents to keep children out of school to "avoid collateral damages." The intensification of violence has instilled a climate of fear, calling into question the ability of Prime Minister Henry to navigate the crisis. Henry, who assumed power following the tragic assassination of President Jovenel Moise in 2021, pledged to resign but postposed this decision, emphasizing the need to secure the nation before transitioning power through free and fair elections – elections that have been pending for almost a decade.
