South African Water Crisis Calls for Rigid Measures and Legislative Reform

In light of the concerning news that 14 municipal water authorities across South Africa have failed to provide any data on water testing for the 2021/22 financial year, political parties have urged the government to undertake stringent action and implement legislative reforms to ensure water safety. During a press conference held on Friday, the concerning state of water monitoring was laid bare before the public, suggesting a substantial lapse in the municipal management of a vital public resource.

The outcry for intervention became prominent when the Democratic Alliance (DA), through their spokesperson on Water and Sanitation, Leon Basson, emphasized the necessity for all water authorities to strictly comply with existing legislation that mandates regular testing of drinking water. The decade-long battle by the DA to implement the ‘use it or lose it’ principle is aimed at ensuring that municipalities fulfill their obligations or risk losing their licenses to accredited water boards that can reliably deliver quality water services.

The Economic Freedom Fighters (EFF), represented by MP Rebecca Mohale, voiced their concern by underscoring the negligence of the government in enforcing municipal compliance within the indispensable domain of water service. The party stressed the urgency of establishing an effective monitoring system to preclude non-compliance that could lead to catastrophic health issues, including cholera, as a result of governmental oversight. The failure of local municipalities is a testament to a broader pattern of inefficiency within governmental operations.

Calling for an overhaul, the Inkatha Freedom Party (IFP) spokesperson Mkhuleko Hlengwa critiqued the current organizational structure of various water authorities under the national Department of Water and Sanitation (DWS) for lacking coherence in decision-making concerning water testing protocols. The IFP advocates for the creation of a singular water authority with defined regulations and ongoing communication on water quality to maintain or elevate standards.

In a unified stance among political factions, there is a consensus that the ANC-led government must implement immediate and effective strategies to revamp water service provision. These strategies should extend beyond legislative amendments to include practical measures that assure consistent water quality checks and uphold national standards.

Minister of Water and Sanitation, Senzo Mchunu, acknowledged the department's contemplation of diverse interventions, including changes in legislation to augment water provision. This acknowledgment conveys a recognition at the ministerial level of the urgency to rectify the current shortcomings in water safety and availability.

South Africans have a fundamental right to clean water, and as such, it is imperative that the authorities responsible for this provision operate transparently, efficiently, and with the public’s best interest at heart. The calls for action have spotlighted the importance of accountability and proactive measures in ensuring universal access to safe drinking water. As the Department of Water and Sanitation considers its options, an entire nation awaits decisive action.
