In a significant step toward mitigating a perennial housing crisis, the Department of Human Settlements in South Africa has taken decisive action to rejuvenate 320 stalled and incomplete housing projects, following extensive deliberations in the parliamentary realm led by DA MP Ntombi Khumalo. This is a substantial count of halted projects that had been a stark emblem of systemic failure, causing distress among awaiting households.

Khumalo’s pointed questions prompted a detailed response by Human Settlements Minister Mmamoloko Kubayi, emphasizing the urgent need to rectify these deferred dreams of adequate shelter—a basic human right. The backdrop to this predicament is a plethora of abandoned construction sites, languishing due to various impediments, chief among them being the dereliction of duty by contracted builders.

Upon her induction into her ministerial role in 2021, Kubayi pledged to address this pressing issue. Her strategy encompassed a thorough review of the projects that had not demonstrated headway for over 12 months post the initial payment released to developers.

These developments ranged from basic groundwork to partially completed structures—each representing a stark visual of the impasse in advancing human settlements. The broad spectrum of challenges precipitating these stalls included illegal ownership claims, geological complications, construction cartels, social dissent, inflated materials prices, and absence of essential utilities.

The minister's raft of directives to provincial and local municipalities, including other sectoral stakeholders, set a robust revival plan in motion, spanning three fiscal years from 2022 to 2025. The road to recovery was charted within the department's 2023-24 business plans, concretized by ministerial approval and the allocation of budgets tailored for each project's unique set of requirements.

As per Kubayi, relentless monitoring is imperative. To this end, a grid of checks and balances involving site inspections and periodic performance reviews by regional and municipal authorities has been instituted. These interventions are critical to ensuring that any signs of recidivism are promptly identified and addressed.

Furthermore, the department has displayed an encouraging progressive outlook by advocating the growth and self-reliance of small to medium business enterprises within this sphere. This vision is geared toward fostering a network of local developers who can contribute positively to their communities.

Complementing these initiatives, are stringent measures recounted by the minister to hold accountable any contracting parties that fall short of their responsibilities. The provincial and municipal echelons have been directed to reinforce their contracts, imposing penalties and resorting to the severance of associations with consistently underperforming contractors, if necessary.

These resolutions presented by the minister are not merely administrative maneuvers but reflect a commitment to restoring dignity and providing long-awaited homes to qualifying citizens.
