SIU Interdicts Former Lottery Commission Official's R1.7M Pension amid Corruption Scandal

The Special Investigating Unit (SIU) has taken a firm stance against corruption within the National Lotteries Commission (NLC) by obtaining a Special Tribunal order to freeze the R1.7 million pension of Marubini Ramatsekisa, a former grant manager implicated in a scheme costing the NLC at least R4 million. This decisive action indicates the SIU's commitment to not only identify but also to restrict the flow of proceeds suspected to have been obtained through corrupt activities and ensures that implicated individuals are held accountable for their actions.

Marubini Ramatsekisa, who found himself at the heart of an elaborate fraud scheme, has been barred from accessing his pension benefits pending the outcome of ongoing legal proceedings against him. The SIU's investigation uncovered his central role as a facilitator in a dubious proactive funding proposal which led to the misappropriation of funds originally intended to support the development of Khoi and San languages. The scheme saw a dormant shelf company named Zibsicraft NPC becoming a sudden beneficiary of NLC grants, which were subsequently misused for unrelated purposes such as purchasing property for the Higher Grace Christ Redeemer Church.

In a complex network of unethical dealings and possible collusion, former NLC board chairperson Alfred Nevhutanda and his wife Tshilidzi Rachel Nevhutanda were allegedly implicated in the use of the NLC funding for acquiring assets for personal interests. The allegations highlight the exploitation of critical resources meant for social development and cultural projects and represent a stark betrayal of public trust.

This interdiction serves a dual purpose – it prevents the dispersion of assets that may be rightfully claimed by the state in restitution, and it reinforces a message of zero tolerance for corruption and mismanagement within public institutions. Ramatsekisa reportedly sought to preemptively withdraw his pension benefits after resigning amidst disciplinary proceedings initiated by the NLC itself, a move interpreted as an attempt to circumvent the repercussions of the investigative findings.

President Cyril Ramaphosa has given the SIU full authority to probe into the affairs of the NLC, scrutinize the conduct of its officials, and take necessary steps to recover any financial losses the state has endured due to corrupt practices. The ongoing investigations and the steps taken by the Special Tribunal signify a rigorous application of oversight and emphasize the critical need for consequence management within public-sector operations.

In recent times, there has been an increased urgency to address corruption across multiple levels of governance in South Africa. The action against Ramatsekisa is aligned with broader efforts to ensure accountability, integrity, and transparency in the management of public funds – key principles that underpin the effective governance and successful functioning of state institutions.

The SIU's interventions are a clear signal that the mismanagement and misuse of state funds will not go unchecked. The retention of Ramatsekisa's pension is just one instance in a series of initiatives aimed at comprehensively addressing the systemic challenges within the NLC and beyond. As the investigations continue and further legal processes unfold, the commitment to safeguarding public funds and upholding justice remains unwavering.
