The South African government has taken a significant step towards the revival of the PetroSA's Mossel Bay gas-to-liquids (GTL) refinery, with the Cabinet expressing support for Gazprom Bank Africa taking on the role of investment partner. This development channels a strong boost for the economy and promises to safeguard thousands of jobs that hinge on the success of the country's energy sector.

Khumbudzo Ntshavheni, Minister in the Presidency, during a media briefing, disclosed the Cabinet's resolution from a special meeting which focused on crucial outstanding matters pertaining to the national energy landscape. The much-anticipated update on the Mossel Bay GTL refinery emphasized it as a pivotal element of PetroSA's turnaround strategy, one that is now gaining momentum with Gazprom Bank Africa's recommended involvement.

The Cabinet's selection of Gazprom Bank Africa comes after a meticulous process steered by the Central Energy Fund (CEF) aimed at identifying partners equipped with the requisite technical know-how and financial clout to steer PetroSA's flagship refinery back into full-throttle operation. The essence of the partnership is to create a symbiotic relationship where both risk and reward are shared, thereby aligning the interests of both the government and the investor towards a common goal.

The Mossel Bay GTL refinery, which halted production back in 2020 due to feedstock shortages, has been a critical concern for the government, given its direct employment impact on approximately 2000 individuals, and its broader economic footprint. According to Ntshavheni, with the reinstatement of this refinery, there is also the prospect of creating 4000 fixed-term jobs during the refurbishment phase, a much-needed employment stimulus in the region.

PetroSA’s public bid in January for partnership proposals for the redevelopment and management of its operations in Mossel Bay signified an aggressive push to restore full production capabilities. Gazprom Bank Africa's emerged from this process poised as the partner capable of fulfilling this monumental task.

However, the optimism is cautiously tempered, as the final investment decision by Gazprom Bank Africa is pending. It rests upon the confluence of a mutually agreeable and joint-bankable business case, alongside the establishment of definitive terms and conditions estimated for completion by April 2024. This timeline signals a measured and strategic approach, ensuring that both parties' objectives and expectations align for a sustainable engagement.

As the Cabinet signals green lights for this partnership, it marks a potential resurgence of PetroSA’s Mossel Bay refinery as a linchpin in South Africa’s energy resource management. Meticulous planning and calculated execution will be the key determinants in finalizing this enterprise, one that holds high stakes not only for South Africa’s energy sustainability but also for the livelihoods riding on the industry's success.
