Controversy as SANDF Spends Millions on General's Funeral Amid Budget Constraints

In a revelation that has sparked debate about fiscal responsibility within South Africa's military, the South African National Defence Force (SANDF) has reportedly expended approximately R5 million on the funeral of Lieutenant General Xolani Ndlovu. The logistics head, whose service was held in the Eastern Cape last Sunday, was honored with a ceremony that Rapport, a Sunday publication, deemed extravagantly expensive given the SANDF's current financial constraints.

The elaborate proceedings included accommodating nearly 450 soldiers and officers in guest houses rather than military barracks, despite recent bans on non-essential travel and allowances. Had military accommodations been utilized, costs would have been significantly reduced from the “conservative estimate” of R4.2 million spent on housing and travel perks alone. Additional expenditures comprised a ceremonious fly-past including two Gripen fighter jets, one C-130 Hercules airlifter, and various associated paraphernalia such as catering, portable lavatories, tents, and the hiring of buses.

The sizable attendance at Nangoza Jebe Hall witnessed eulogies celebrating Lt-Gen Ndlovu's service, with Chief of the SANDF Gen Rudzani Maphwanya paying homage to his lasting impact. The lavishness of the event, however, has raised eyebrows against the backdrop of SANDF's strained budget, which according to security and defence analyst Helmoed Heitman, has decreased in real terms since 1998.

Compounding this concern, Defence Minister Thandi Modise recently acknowledged in Parliament in response to a Democratic Alliance (DA) question that 85% of the Air Force's aircraft fleet is currently non-operational due to age, a lack of spare parts, or budgetary limitations. This grim reality places the decision to fund an opulent farewell under greater scrutiny, as it reflects a misalignment with pressing operational needs.
